Former Prime Minister, Ranil Wickremesinghe called to attention that more comprehensive discussions should be held in order to ensure that the Port City bill was in accordance with the constitution of Sri Lanka. He stressed that proper consultations would be necessary to attract suitable financial investors. Global economic changes resulting from the Covid-19 Pandemic, should also be factored in.

According to Mr Wickremesignhe his government intended that the port city function as a financial city, focused on providing insurance, shipping and financial services to the region of South Asia. The initial draft legislation planned to gazette the Port City as an extension of the Colombo district and the city was to be secured using Sri Lankan armed forces.
